Make a Protected Disclosure

Please read the Protected Disclosure Policy and Procedures before making a report

An employee may report information that they reasonably believe could show that a wrongdoing has been committed or is about to be committed.

Wrongdoing, within the meaning of the Act and University Policy, does not include policy decisions, business decisions, or administrative actions, about which reasonable people may disagree. These procedures are not intended to be used to object to or challenge such decisions or actions.

These procedures also do not apply to matters relating to employee performance or discipline related to performance, which are covered by collective agreements or performance management practices.

How to report
  • Disclosures must be made in writing, and include as much detail as possible.
  • To assist in the disclosure process, Audit Services has developed a Disclosure Reporting Form.
  • Report what you know, but don't perform an investigation - leave that to the investigators.
  • The completed form may be emailed to the confidential inbox: protecteddisclosure@uwinnipeg.ca or mailed/delivered to the Audit Services Office:

Next steps after disclosure

The Director of Audit Services will conduct a preliminary review of the disclosure and determine if, on reasonable and probable grounds, an investigation is warranted.  Regardless of the determination, the Director will contact the disclosing employee if contact information is provided, to acknowledge the disclosure, communicate the results of the preliminary review, and explain the investigation process if necessary.

Investigation process

The investigation process will be directed and managed by the Director of Audit Services. Investigations will be conducted expeditiously and confidentially; all persons involved in the investigation will be treated fairly and impartially.

The Director of Audit Services and any other person involved in the management of a disclosure will take reasonable steps to protect the identity of each person involved in the investigation and to maintain confidentiality of information obtained through the disclosure and investigation process.

Withdrawing a disclosure

Reported disclosures can be withdrawn, but the Director of Audit Services reserves the right to take further action, independent of the procedures under this policy, if deemed in the University’s best interest.
